The SAARC Development Fund has disbursed nearly $50 million across eight member states. In December 2024, it launched three new projects worth $9.7 million — fish farmers in six countries, early childhood education in Bhutan and Nepal, commercial biogas in urban Bhutan. Its Board of Directors still meets. Its Secretariat in Thimphu is operational. Over ninety projects have been approved.

The last SAARC summit was held in 2014. The body that is supposed to provide political oversight for all of this has not convened in twelve years. The fund disburses. The projects run. No one can verify whether any of them delivered — because the verification architecture was never built, and the institution that should have commissioned it cannot meet.

SAARC's summit freeze is well documented. India boycotted the 19th summit in 2016; it has been indefinitely postponed since. Bangladesh's interim government under Dr. Muhammad Yunus and Nepal have publicly called for revival. India's external affairs minister responded by accusing Bangladesh of advocating for Pakistan.

While the politics remain frozen, the SDF continues to operate. Its Governing Council — the Finance Ministers of all eight states — still convenes. Its Board still approves projects. Its Secretariat still disburses. But no summit-level body is reviewing whether any of it is working. The fund runs on faith, not evidence.

If the verification architecture depends on political consensus to function, it is hostage to the same freeze that paralysed the institution. It has to operate independently of whether the heads of state can sit in the same room.
