Who Measures Whether It Was Kept?

At the 48th ASEAN Summit in Cebu, BIMP-EAGA leaders committed to a results-driven framework and a new development course toward Vision 2035. That is the right commitment. The harder question is what happens on Monday morning, when the summit ends and someone has to figure out how to measure whether it is actually happening.

BIMP-EAGA spans some of the most geographically complex terrain in Southeast Asia. Islands, remote border areas, coastal communities, interior districts with intermittent connectivity. The region’s strength is its diversity. Its measurement challenge is the same diversity — a framework that works for a logistics corridor does not automatically transfer to a cooperative on a remote island or a trade post on a border.

Vision 2035 sets direction. It does not, by itself, create the mechanism for knowing whether delivery is happening at the level where delivery actually occurs. That requires a measurement layer — one that was designed for the conditions that exist in the field, not the conditions that exist in the policy document.

The stated move toward digitalization and innovation in Vision 2035 is a real opportunity. But digitalization requires something to digitalize. You cannot build a dashboard on top of a measurement gap. The sequence matters: measurability first, then digital infrastructure.

What a Results-Driven Framework Actually Requires

A results-driven framework is not a reporting template. It is a system that can do four things consistently, across diverse terrain, without requiring conditions that do not exist in most of the sub-region.

Identify priorities before committing to indicators.

The MCA documents the actual conditions of each deployment area before a single indicator is defined. Priorities emerge from evidence, not from what looks good in a regional report. An island cooperative facing seasonal cash flow does not share the same priority surface as a border trade corridor facing logistics delays.

Track delivery at the level where delivery actually happens.

BIMP-EAGA commitments are made at ministerial level. Delivery happens in field offices, cooperatives, and border posts — many of them without reliable internet, stable staffing, or dedicated measurement capacity. A measurement stack designed for this terrain is paper-based, offline-first, and hand-calculable.

Compare outcomes across areas without flattening the differences.

A results-driven framework that averages outcomes across a region produces a number that tells the truth about nothing. A stacked node architecture keeps each deployment area’s signal intact. The federation tier sees which specific units are within limits and which are not — by name, not by average.

Surface weak points early — before they become the next summit’s agenda.

A control chart identifies signals outside normal limits in real time, not at the end of a reporting cycle. A field unit that is drifting generates a signal the week it begins to drift — not six months later when the quarterly report is due.

The Terrain Problem Standard Frameworks Cannot Solve

Most performance frameworks assume the conditions of the office where they were designed. Stable internet. Trained staff. Time allocated to data entry. A manager with bandwidth to read the report. These conditions do not reliably exist across the BIMP-EAGA sub-region.

Staff turn over. Connectivity is intermittent. The data that reaches the regional review is not evidence — it is an estimate, compiled the week before the deadline. A results-driven framework for Vision 2035 has to be designed for this reality. Offline-first. Paper-compatible. Calibrated to the specific context of each deployment area.

Field Note

In a field deployment across a multi-island cooperative network, a standard BSC-based framework with 28 indicators collapsed within eight months. Staff were entering estimated data the day before reports were due. The dashboard read satisfactory. The field reality was significantly different. A nine-indicator stack, maintained on paper, with a weekly moving average calculated by hand, produced accurate signals within six weeks — and survived two power outages, a vehicle breakdown, and a key officer resignation without losing continuity.

Vision 2035 Deserves a Measurement Layer That Works

The commitment made in Cebu is the right one. The measurement layer that sits beneath it has to be built for the conditions that exist across BIMP-EAGA’s islands, borders, and remote communities. It has to identify priorities from real context, track delivery where delivery happens, compare outcomes without flattening local differences, and surface weak points early enough to act on them.
