Only 39% of Small Island Developing States have a multi-hazard early warning system in place. Caribbean SIDS lose an average of 2.1% of GDP to disasters every year — nearly seven times the global rate. The finance exists: the Caribbean Development Bank's Special Development Fund alone disbursed $14.6 million in recovery financing after the 2017 hurricane season. What is thin, region-wide, is the early-warning and evidence layer that tells a coordinator a programme is drifting before the shock arrives, not after.
