Capacity-building commitments are easy to announce and hard to verify mid-programme. A continuous field signal turns a multi-year capacity claim into something a funder can check before the next tranche, not after the programme ends.

Market access agreements open a corridor. They do not, on their own, tell an investor whether the supply chain on the other end is actually delivering at the volume and consistency the agreement assumed.
A supply chain that can produce its own continuous delivery evidence — not a quarterly claim, a standing signal — is the single strongest asset an ASEAN exporter can bring into a market-access negotiation with Gulf buyers.

Connectivity infrastructure investment is most often justified by adoption curves nobody can verify in real time. A weekly field signal, collected offline and synced when connectivity allows, proves adoption instead of projecting it.

Service delivery commitments in health and human capital programmes are usually reported, not measured. The same paper-and-QR architecture used in cooperative deployments applies directly to a community health worker's weekly rounds.
