You act on a name, not a number.

A local government with 36 units produces thousands of data points each period. This is how those data points become one clear signal — and how the unit that needs attention is found automatically, without anyone writing a summary.

Agents collect PI values in the field — paper or PWA. Each reading tagged with PI ID, agent ID, timestamp, and location at the moment of collection. Collected data produces a signal at each LGU node. Green, yellow, or red — determined by whether readings fall within the unit's own natural process limits. Not a target comparison. A control limit reading. Each LGU's CRI signals travel to the 3 Municipal modules declared at setup. The data is not reported — it is present at the Municipal node simultaneously. No translation layer, no summary. The Municipality sees which modules carry signals, and from which named LGUs. The unit outside limits is identified by name — not averaged away inside a percentage. Across periods, the record accumulates. A clean record is evidence. A deteriorating signal is visible before it becomes a crisis. A gap in the record is also evidence — of its own kind.
