Sraith Chur i bhFeidhm Fís 2030

Vision 2030's SME programme carries a clear target: grow SME contribution to GDP from roughly 20% at baseline to 35% by 2030. The Kingdom currently stands at 28% — genuine, tracked, quantified progress. What a target year and a percentage cannot tell a programme officer is whether this month's delivery is stable, or whether it is quietly drifting off track before the next progress report would show it.

That is the gap between a target and a signal. A target says where the Kingdom intends to be in 2030. A signal says whether delivery is behaving normally right now — and XmR is the statistical method built specifically to tell the difference.

Ní Teorainn í Sprioc

Sprioc

A single fixed number set for a future date — SME contribution reaches 35% of GDP by 2030. It tells you the destination. It says nothing about whether this quarter's trajectory is normal variation or an early sign the destination is at risk.

Comhartha

A reading, taken at the pace delivery actually happens, checked against limits calculated from the delivery data itself — or set manually, in advance, by the people accountable for it. A signal tells you today whether the process is behaving the way it always has, or whether something has genuinely changed.

Without a signal layer underneath it, a target can only be checked once — at the deadline, when it is too late to correct course.

Conas a Mhapálann XmR le Seachadadh Clár

CPL — an ciseal luath

A threshold a programme coordinator sets manually, below where a statistically derived limit would fire. Active from the first reading — no data history required before it can warn.

XmR — an ciseal deimhnithe

Natural Process Limits calculated directly from the delivery data once enough readings accumulate — Wheeler's method for separating routine variation from a genuine break in the process.

Cóineasú CRI — an ciseal cinnteoireachta

Confirmation from at least 2 of 3 signal modules before a programme result is declared — the standard a funding or reporting decision can actually be built on.

Cén Fáth a bhFuil Seo i bhFeidhm i gcás nach bhFuil Sprioc ina haonar i bhFeidhm

  • Dhá shraith rabhaidh luath, gníomhach ag an am céanna — CPL socraithe de láimh ón gcéad lá, teorainneacha XmR díorthaithe go staitistiúil a luaithe a bhailítear sonraí.
  • Bíonn an comhartha ann sula ndúnann an tréimhse tuairiscithe — feiceann comhordaitheoir é roimh an gcruinniú, feiceann oifigeach ciste é roimh an gcinneadh maidir leis an íocaíocht.
  • Éilíonn CONFIRMED 3 mhodúl as 3; is 2 mhodúl as 3 é QUALIFIED, agus marcáiltear amhlaidh i gcónaí — ní dhéantar déileáil leis go ciúin mar dheimhnithe choíche.
  • Ní gá aon cheann de seo a athrú ar an gcaoi a dtuairiscítear dul chun cinn Fís 2030 go hoifigiúil — is é an ciseal atá faoin tuarascáil sin é.

Tá an sprioc socraithe. Níl an comhartha á léamh fós.

If your programme reports into a Vision 2030 delivery commitment, the target itself is not in question. What is worth asking is whether anyone can see this month's delivery is on track — before the next scheduled report is the first time anyone finds out otherwise.
