Vision 2030's SME programme carries a clear target: grow SME contribution to GDP from roughly 20% at baseline to 35% by 2030. The Kingdom currently stands at 28% — genuine, tracked, quantified progress. What a target year and a percentage cannot tell a programme officer is whether this month's delivery is stable, or whether it is quietly drifting off track before the next progress report would show it.
That is the gap between a target and a signal. A target says where the Kingdom intends to be in 2030. A signal says whether delivery is behaving normally right now — and XmR is the statistical method built specifically to tell the difference.
