Couche de mise en œuvre de la Vision 2030

Vision 2030's SME programme carries a clear target: grow SME contribution to GDP from roughly 20% at baseline to 35% by 2030. The Kingdom currently stands at 28% — genuine, tracked, quantified progress. What a target year and a percentage cannot tell a programme officer is whether this month's delivery is stable, or whether it is quietly drifting off track before the next progress report would show it.

That is the gap between a target and a signal. A target says where the Kingdom intends to be in 2030. A signal says whether delivery is behaving normally right now — and XmR is the statistical method built specifically to tell the difference.

A single fixed number set for a future date — SME contribution reaches 35% of GDP by 2030. It tells you the destination. It says nothing about whether this quarter's trajectory is normal variation or an early sign the destination is at risk.

Un signal

A reading, taken at the pace delivery actually happens, checked against limits calculated from the delivery data itself — or set manually, in advance, by the people accountable for it. A signal tells you today whether the process is behaving the way it always has, or whether something has genuinely changed.

Without a signal layer underneath it, a target can only be checked once — at the deadline, when it is too late to correct course.

A threshold a programme coordinator sets manually, below where a statistically derived limit would fire. Active from the first reading — no data history required before it can warn.

XmR — la couche confirmée

Natural Process Limits calculated directly from the delivery data once enough readings accumulate — Wheeler's method for separating routine variation from a genuine break in the process.

Convergence CRI — la couche de décision

Confirmation from at least 2 of 3 signal modules before a programme result is declared — the standard a funding or reporting decision can actually be built on.

  • CONFIRMÉ nécessite 3 modules sur 3 ; QUALIFIÉ nécessite 2 modules sur 3, toujours signalé comme tel — jamais traité silencieusement comme confirmé.
  • Rien de tout cela ne nécessite de modifier la manière dont les progrès de Vision 2030 sont officiellement rapportés — il s'agit de la couche sous-jacente à ce rapport.
