Implementatielaag Visie 2030

Vision 2030's SME programme carries a clear target: grow SME contribution to GDP from roughly 20% at baseline to 35% by 2030. The Kingdom currently stands at 28% — genuine, tracked, quantified progress. What a target year and a percentage cannot tell a programme officer is whether this month's delivery is stable, or whether it is quietly drifting off track before the next progress report would show it.

That is the gap between a target and a signal. A target says where the Kingdom intends to be in 2030. A signal says whether delivery is behaving normally right now — and XmR is the statistical method built specifically to tell the difference.

A single fixed number set for a future date — SME contribution reaches 35% of GDP by 2030. It tells you the destination. It says nothing about whether this quarter's trajectory is normal variation or an early sign the destination is at risk.

Een signaal

A reading, taken at the pace delivery actually happens, checked against limits calculated from the delivery data itself — or set manually, in advance, by the people accountable for it. A signal tells you today whether the process is behaving the way it always has, or whether something has genuinely changed.

Without a signal layer underneath it, a target can only be checked once — at the deadline, when it is too late to correct course.

CPL — de vroege laag

A threshold a programme coordinator sets manually, below where a statistically derived limit would fire. Active from the first reading — no data history required before it can warn.

XmR — de bevestigde laag

Natural Process Limits calculated directly from the delivery data once enough readings accumulate — Wheeler's method for separating routine variation from a genuine break in the process.

CRI convergentie — de beslissingslaag

Confirmation from at least 2 of 3 signal modules before a programme result is declared — the standard a funding or reporting decision can actually be built on.

Waarom dit opgaat waar een doelwit alleen niet volstaat

  • Twee waarschuwingslagen die gelijktijdig actief zijn: een handmatig ingestelde CPL vanaf dag één en statistisch afgeleide XmR limieten zodra er voldoende gegevens beschikbaar zijn.
  • Het signaal bestaat al voordat de rapportageperiode afloopt: een coördinator ziet het vóór de vergadering, een fondsbeheerder ziet het vóór de uitbetalingsbeslissing.
  • BEVESTIGD vereist 3 van de 3 modules; GEKWALIFICEERD vereist 2 van de 3, en wordt altijd als zodanig gemarkeerd — nooit stilzwijgend als bevestigd beschouwd.
  • Dit alles vereist geen wijziging in de manier waarop de voortgang van Vision 2030 officieel wordt gerapporteerd; het betreft de onderliggende laag van die rapportage.
