Mise en œuvre du programme régional CELAC
The EU-CELAC Roadmap 2025-2027 — agreed at the Fourth CELAC-EU Summit in Santa Marta, Colombia, November 2025 — commits both regions to deepened cooperation on climate action, trade, and social development across 33 member states. €410 billion already moves between the two regions in trade each year. The commitments are real and funded. What is missing is the same gap every large regional framework runs into: no shared, field-level evidence standard confirming delivery from Andean highlands to Caribbean islands, on the same terms.
MetriqOne does not propose a new coordination body to sit alongside CELAC or the Roadmap. It proposes the evidence layer underneath both — field-generated, paper-compatible, and identical in standard regardless of which member state or sub-region a programme node sits in.

The Pro Tempore Presidency rotates, coordination runs through National Coordinators and thematic working groups, and progress against Roadmap commitments is currently assembled from Member State self-reports on differing cycles — exactly the reconciliation burden that slows a biennial-dialogue structure down further.

Cooperatives, MSMEs, and implementing partners across the region are asked to demonstrate delivery against commitments set well above their own level — with connectivity, literacy, and institutional assumptions that do not hold uniformly from Mexico to the Southern Cone.
A 33-state bloc spanning Andean highlands, Amazon basin, Central American isthmus, and Caribbean islands cannot run on one reporting convention forced from the top. It can run on one evidence standard applied at the bottom.

Programme Indicators are captured at agent level — the cooperative, the field office, the single delivery point — observable and paper-compatible, with no connectivity assumption baked into the chain.

CRI convergence — confirmation from at least 2 of 3 signal modules — replaces a self-reported national summary as the standard a Roadmap working group can actually check against.

The Designation Bridge keeps every CRI traceable back to the commitment it was meant to serve — so a report to the National Coordinators Meeting can show its working, not just its conclusion.

If your programme reports into a CELAC commitment — directly, through a Member State, or through an EU-CELAC Roadmap workstream — the question is not whether the partnership is real. It is whether anyone can verify, at the point of claim, that delivery on the ground matches the declaration signed in Santa Marta.
