Arsitektur Sinyal Adaptasi Iklim

Perubahan Iklim Tidak Menunggu Laporan Krisis.

Bangladesh, Maldives, Nepal, and Sri Lanka are among the most climate-exposed countries on the planet. They receive climate adaptation finance from the Green Climate Fund, bilateral donors, and national budgets. They run adaptation programmes across agriculture, coastal protection, early warning, and water security.

Not one of those programmes has a standing field-level evidence layer that detects deterioration before the crisis report is written. The cyclone arrives. The flood hits. The programme officer discovers three months later that an adaptation commitment was already failing before the event — from a report written after the damage. MetriqOne sees the drift the moment the field data moves. Three early warning layers, active simultaneously, before the crisis, not after the report.

Apa yang Tidak Dapat Dilihat oleh Petugas Program Saat Ini

Adaptasi diukur setelah kerusakan terjadi.
Pergeseran musiman terjadi tanpa suara. Program peningkatan hasil panen yang turun 2% per siklus di tiga distrik tidak terlihat dalam ringkasan triwulanan. Pada saat program tersebut masuk ke laporan tahunan, dua musim tanam telah hilang.
Manajer dana melakukan verifikasi setelah pencairan. GCF melakukan pencairan dana. Donor bilateral melepaskan sebagian dana.

Tiga Lapisan. Aktif Secara Bersamaan. Sebelum Krisis.

MetriqOne does not predict the weather. It detects whether an adaptation programme is holding — continuously, from the field, with three early warning layers that fire at different speeds.

CPL — Terawal

Counter Productive Level — a threshold the operator sets at deployment, active from day one. It fires weeks before the statistical layer can calculate anything. A programme officer sees a district drifting below the threshold they declared acceptable before the first observation was recorded.

Geometri Lereng — Tingkat Agregat

The shape of the trend across multiple enrolled nodes. A single node may fluctuate; when the aggregate slope tilts, the pattern is structural. Visible at the programme level — not in any individual report.

XmR — Pelanggaran Statistik

Natural Process Limits, calculated from the field data itself using Wheeler's method. When a reading crosses the XmR limit, the system is no longer within natural variation. Something has genuinely changed. The evidence is precise, dated, and falsifiable.

CPL fires first — weeks ahead. Slope geometry fires next — the aggregate picture tilts. XmR fires last — the statistical proof that the programme has genuinely shifted. Three layers, three speeds, all active simultaneously. No adaptation programme in South Asia currently has any of them.

Apa Artinya Ini bagi Pendanaan Iklim?

Salurkan dana dengan bukti, bukan keyakinan.

A GCF programme officer sees, before the next tranche is released, whether the previous disbursement is producing field-level results — or quietly deteriorating. The decision to release the next payment is backed by signal, not by a self-authored progress report.

Deteksi kegagalan sebelum terjadi

An adaptation commitment that is drifting before the cyclone season is infinitely more actionable than one discovered to have failed after the damage. The CPL layer fires during the window when correction still works.

Bandingkan di empat negara

One convergence standard across Bangladesh, Maldives, Nepal, and Sri Lanka. A fund manager reading across all four sees one evidence layer, one threshold logic, one proof standard. Nothing to reconcile across national reporting formats.

Prioritaskan offline di tempat yang paling penting.

Climate-exposed programme sites are, by definition, the places where connectivity fails first. Paper forms work from day one. The PWA submits when internet access returns. The evidence architecture does not depend on the infrastructure it is meant to protect.

Bagaimana Bukti Dikumpulkan di Field

This page describes what the three early warning layers detect and why they matter for climate finance. The field workflow — how evidence is captured at each programme site, how cooperatives and communities are documented, how proof is printed and delivered offline — is a separate question with a concrete answer.

Bagaimana infrastruktur Field bekerja →

Iklim sedang berubah. Program-program sedang berjalan. Sistem peringatan dini belum dibangun.

The GCF is disbursing. Sri Lanka has a climate finance strategy through 2030. Bangladesh is running adaptation programmes across its most vulnerable districts. The Maldives just received $25 million for early warning. None of that finance comes with a standing field-level instrument that detects programme deterioration before the crisis report arrives. MetriqOne is that instrument — three layers, active simultaneously, built for the places where connectivity fails first.
