Het klimaat wacht niet op het crisisrapport.

Bangladesh, Maldives, Nepal, and Sri Lanka are among the most climate-exposed countries on the planet. They receive climate adaptation finance from the Green Climate Fund, bilateral donors, and national budgets. They run adaptation programmes across agriculture, coastal protection, early warning, and water security.

Not one of those programmes has a standing field-level evidence layer that detects deterioration before the crisis report is written. The cyclone arrives. The flood hits. The programme officer discovers three months later that an adaptation commitment was already failing before the event — from a report written after the damage. Wat geen enkele programmamanager op dit moment kan zien

De aanpassing wordt gemeten nadat de schade is ontstaan. Een kustbeschermingsprogramma dat al verzwakt was voordat de stormvloed toesloeg, wordt afgedaan als een mislukking op het gebied van klimaatbeleid. Het was echter een falen van de monitoring: de verslechtering was onzichtbaar totdat de crisis het aan het licht bracht.
Seizoensverschillen verlopen geruisloos. Een opbrengstprogramma dat in drie districten per cyclus met 2% daalt, is niet zichtbaar in een kwartaaloverzicht. Tegen de tijd dat het in het jaarverslag verschijnt, zijn er al twee teeltseizoenen verloren gegaan.
Fondsbeheerders controleren dit na uitbetaling. Het GCF keert het geld uit. De bilaterale donor maakt de tranche vrij. De verificatie vindt zes maanden later plaats, aan de hand van een rapport van de ontvanger. Als het programma toen al niet meer rendabel was, is het geld weg.
Er bestaat geen vroegtijdige waarschuwing voor de programma-uitvoering. Er bestaan systemen voor vroegtijdige waarschuwing voor weersomstandigheden. Systemen voor vroegtijdige waarschuwing om te bepalen of het aanpassingsprogramma zelf de gewenste resultaten oplevert, bestaan niet. Dat zijn twee totaal verschillende problemen.

CPL — Vroegste

Natural Process Limits, calculated from the field data itself using Wheeler's method. When a reading crosses the XmR limit, the system is no longer within natural variation. Something has genuinely changed. The evidence is precise, dated, and falsifiable.

CPL fires first — weeks ahead. Slope geometry fires next — the aggregate picture tilts. XmR fires last — the statistical proof that the programme has genuinely shifted. Three layers, three speeds, all active simultaneously. No adaptation programme in South Asia currently has any of them.

A GCF programme officer sees, before the next tranche is released, whether the previous disbursement is producing field-level results — or quietly deteriorating. The decision to release the next payment is backed by signal, not by a self-authored progress report.
