Bangladesh, Maldives, Nepal, and Sri Lanka are among the most climate-exposed countries on the planet. They receive climate adaptation finance from the Green Climate Fund, bilateral donors, and national budgets. They run adaptation programmes across agriculture, coastal protection, early warning, and water security.

Not one of those programmes has a standing field-level evidence layer that detects deterioration before the crisis report is written. The cyclone arrives. The flood hits. The programme officer discovers three months later that an adaptation commitment was already failing before the event — from a report written after the damage. La adaptación se mide después del daño. Un programa de protección costera que ya se estaba debilitando antes de la marejada ciclónica se considera un fracaso climático. Fue un fallo de monitoreo: el deterioro era invisible hasta que la crisis lo hizo evidente.
La deriva estacional es silenciosa. Un programa de rendimiento que disminuye un 2 % por ciclo en tres distritos pasa desapercibido en un resumen trimestral. Para cuando se incluye en el informe anual, ya se han perdido dos temporadas de cultivo.
Los gestores de fondos realizan la verificación después del desembolso. El Fondo Verde para el Clima (GCF) realiza el desembolso. El donante bilateral libera el tramo. La verificación se lleva a cabo seis meses después, a partir de un informe redactado por el receptor. Si el programa ya estaba fracasando, el dinero se pierde.

CPL fires first — weeks ahead. Slope geometry fires next — the aggregate picture tilts. XmR fires last — the statistical proof that the programme has genuinely shifted. Three layers, three speeds, all active simultaneously. No adaptation programme in South Asia currently has any of them.
