Bangladesh, Maldives, Nepal, and Sri Lanka are among the most climate-exposed countries on the planet. They receive climate adaptation finance from the Green Climate Fund, bilateral donors, and national budgets. They run adaptation programmes across agriculture, coastal protection, early warning, and water security.
Not one of those programmes has a standing field-level evidence layer that detects deterioration before the crisis report is written. The cyclone arrives. The flood hits.
