Bangladesh, Maldives, Nepal, and Sri Lanka are among the most climate-exposed countries on the planet. They receive climate adaptation finance from the Green Climate Fund, bilateral donors, and national budgets. They run adaptation programmes across agriculture, coastal protection, early warning, and water security.

Not one of those programmes has a standing field-level evidence layer that detects deterioration before the crisis report is written. The cyclone arrives. The flood hits. The programme officer discovers three months later that an adaptation commitment was already failing before the event — from a report written after the damage. CPL — En Erken

Counter Productive Level — a threshold the operator sets at deployment, active from day one. It fires weeks before the statistical layer can calculate anything. A programme officer sees a district drifting below the threshold they declared acceptable before the first observation was recorded.

The shape of the trend across multiple enrolled nodes. A single node may fluctuate; when the aggregate slope tilts, the pattern is structural. Visible at the programme level — not in any individual report.

Natural Process Limits, calculated from the field data itself using Wheeler's method. When a reading crosses the XmR limit, the system is no longer within natural variation. Something has genuinely changed. The evidence is precise, dated, and falsifiable.

CPL fires first — weeks ahead. Slope geometry fires next — the aggregate picture tilts. XmR fires last — the statistical proof that the programme has genuinely shifted. Three layers, three speeds, all active simultaneously. No adaptation programme in South Asia currently has any of them.

Climate-exposed programme sites are, by definition, the places where connectivity fails first. Paper forms work from day one. The PWA submits when internet access returns. The evidence architecture does not depend on the infrastructure it is meant to protect.
