Wat geen enkele corridorautoriteit op dit moment kan zien.

Informele tarieven blijven bestaan. De OESO noemt ze een aanhoudende uitdaging. Er is geen bewijsmateriaal dat nagaat of de toezeggingen voor douanehervormingen aan de grens worden nagekomen, of dat ze stilletjes worden omzeild tussen de controles door.
Grensvertragingen blijven onzichtbaar. In mei werd een uniforme reisdocumentatie ondertekend. Of dit daadwerkelijk de reistijden bij elk controlepunt verkort, is een vraag die op dit moment nog niemand met zekerheid kan beantwoorden.
Seizoensgebonden storingen worden pas achteraf ontdekt. Bergpassen sluiten in de winter. Toevoerlijnen worden omgeleid. De programmamanager komt hier pas achter via een kwartaalrapport, maanden nadat de goederenstroom is stilgevallen.
Particuliere investeringen aarzelen. Opslagknelpunten, beperkt beleggersvertrouwen, infrastructuur die niet aan de specificaties voldoet. Dit alles is gedocumenteerd in rapporten. Niets daarvan is terug te vinden in een concrete bewijslaag die de investeerder kan controleren.

The same architecture serves the corridor authority and the individual business — but they do not see the same thing. The distinction is structural, not cosmetic. It determines who reads what, and why.

Aggregate Vantage

The corridor authority, the programme body, the customs cooperation — whoever enrols compliance nodes under its own account — reads across all of them simultaneously. One view, one convergence standard, every node named individually. CRI confirmation at the corridor level: fully holding, partly holding, or not holding.

This is the view that tells a programme officer whether a facilitation commitment is holding across four member states — not from national self-reports assembled after the fact, but from the field, continuously, in one layer.

Signal Vantage

The individual business — a logistics operator, a customs broker, a cooperative — reads its own signal only. Its own account, its own evidence, its own printed proof. No one above it sees into its data unless it is enrolled under a corridor programme.

This is the view that lets a single business prove itself to a bank, a buyer, or a regulator — independently, on its own terms. It feeds upward into Aggregate Vantage only when the business is enrolled under a programme body's account.

De grens is absoluut.

A corridor authority reads across the nodes enrolled under its own account. It does not read across independent businesses that happen to operate along the corridor. If a business is not enrolled, it is invisible to the aggregate view — by design, not by accident. Aggregate Vantage is a privilege of enrollment, not of geography.

Waar drift zich opbouwt

CPL — a threshold set at deployment — fires weeks before a statistical breach. The corridor authority sees a node drifting toward failure before it crosses the line. That is the window in which intervention still works.

This is one view across four member states — not four national reports reconciled into one. One convergence standard, one threshold logic, one evidence layer. Nothing to reconcile, because nothing was measured differently in the first place.

The CKU railway is under construction. The Caspian corridor was agreed in April. The unified transit documentation was signed in May. These are infrastructure commitments with implementation timelines — and not one of them has a standing evidence architecture beneath it that would tell the managing authority, in real time, whether its facilitation commitments are holding at each enrolled point along the route.

Every month that passes without an evidence layer is a month of corridor activity that cannot be recovered. There is no retrospective proof. The record starts when it starts.
