The water stopped flowing on a Tuesday morning.
Not everywhere. Only in the eastern part of the settlement — farthest from the pump station, where the pressure was already lowest and the pipes were oldest. Twelve households. Forty-three people. The kind of problem that is invisible from the district office until it becomes a crisis.
The water monitor had noticed the pressure dropping three weeks earlier. She mentioned it to the community head, who passed it informally to the district coordinator. The coordinator had seventeen other communities and no formal intake for informal reports. The signal arrived as a conversation. It was not recorded. It was not acted on.
Three weeks later, forty-three people had no water.
The community knew first. The system found out last.
What a reading would have changed
The monitor already knew something was wrong. She had been checking the flow at the collection point, the way she always did. She had no instrument for turning that observation into a signal the system could receive.

Not because anyone worked harder. Because an observation that was already happening was given a form the system could receive.
What this looks like at district level
A district coordinator covering seventeen communities is a different kind of coordinator when each one has a monitor submitting readings.
Not seventeen informal reports in seventeen formats arriving at seventeen different moments. One signal per community, in one place. In range, watch, or act.
The coordinator does not need to visit everywhere to know where to go. The signal tells her. The community below threshold twice in a row gets the visit. The rest can wait.
This is not surveillance. It is a district doing its job with the resources it has.
When the province asks for an infrastructure report, the district does not need to collect data. The readings were already being submitted by the people closest to the infrastructure, in a form already structured for aggregation.
The district does not need to find out what the community knows. The community tells it, in a form that travels.
The instrument
The monitor does not need a smartphone, a stable connection, or training in reporting systems. She needs a printed form, a pen, and the few minutes she already spends at the collection point.
If she has a phone, the reading is entered and syncs when a connection appears. If she does not, the form is paper and the coordinator collects it on the next visit. Either way the reading exists. Either way the signal travels.
The instrument meets the monitor where she is — not where a system designed in an office assumed she would be.
Five minutes. A pen. And the community no longer knows alone.

The monitor gains something she has never had: evidence that her observations matter. Not as conversation. Not as informal report. As a documented signal that produced a response before the crisis arrived.
The coordinator gains the ability to prioritise across a large territory without being everywhere at once.
The district gains a report built from real evidence, collected at the point of observation, by the people responsible for it. Not an estimate. Not a summary of summaries.
It was always a measurement problem — and the people closest to the reality were always best placed to solve it. They needed an instrument.
