Vision 2030's SME programme carries a clear target: grow SME contribution to GDP from roughly 20% at baseline to 35% by 2030. The Kingdom currently stands at 28% — genuine, tracked, quantified progress. What a target year and a percentage cannot tell a programme officer is whether this month's delivery is stable, or whether it is quietly drifting off track before the next progress report would show it.
That is the gap between a target and a signal. A target says where the Kingdom intends to be in 2030. A signal says whether delivery is behaving normally right now — and XmR is the statistical method built specifically to tell the difference.

A single fixed number set for a future date — SME contribution reaches 35% of GDP by 2030. It tells you the destination. It says nothing about whether this quarter's trajectory is normal variation or an early sign the destination is at risk.
Un segnale
A reading, taken at the pace delivery actually happens, checked against limits calculated from the delivery data itself — or set manually, in advance, by the people accountable for it. A signal tells you today whether the process is behaving the way it always has, or whether something has genuinely changed.
Without a signal layer underneath it, a target can only be checked once — at the deadline, when it is too late to correct course.

Natural Process Limits calculated directly from the delivery data once enough readings accumulate — Wheeler's method for separating routine variation from a genuine break in the process.
Convergenza CRI : il livello decisionale
Confirmation from at least 2 of 3 signal modules before a programme result is declared — the standard a funding or reporting decision can actually be built on.
Perché questo vale laddove un bersaglio da solo non vale
- Due livelli di allerta precoce, attivi simultaneamente: un CPL impostato manualmente fin dal primo giorno e limiti XmR derivati statisticamente una volta che i dati si accumulano.
- Il segnale esiste prima della chiusura del periodo di rendicontazione: un coordinatore lo vede prima della riunione, un funzionario del fondo lo vede prima della decisione di erogazione.
- La conferma richiede 3 moduli su 3; la qualifica richiede 2 moduli su 3, sempre segnalata come tale — mai considerata automaticamente come confermata.
- Nessuna di queste modifiche richiede di cambiare il modo in cui vengono ufficialmente riportati i progressi di Vision 2030: si tratta piuttosto del livello sottostante a tale rapporto.

If your programme reports into a Vision 2030 delivery commitment, the target itself is not in question. What is worth asking is whether anyone can see this month's delivery is on track — before the next scheduled report is the first time anyone finds out otherwise.
