In April 2026, as the Democratic Republic of Congo worked through its accession to the SADC Free Trade Area, officials sat down and built a tool by hand: an Action Matrix — in SADC's own words, "a practical tool for implementation and monitoring progress." Eighteen years after the Free Trade Area was achieved in 2008, a member state still had to construct that instrument from nothing, because the bloc never had a standing one.

A matrix is a list of intentions. It records what should happen. It cannot tell you whether an intention became a fact. A one-off matrix is renegotiated every cycle and forgotten by the next. MetriqOne is built once, holds its standard across every deployment, and produces evidence that outlives the people who commissioned it. That is not a better matrix. It is a different category of instrument.
