SADC Trade Protocol

In April 2026, as the Democratic Republic of Congo worked through its accession to the SADC Free Trade Area, officials sat down and built a tool by hand: an Action Matrix — in SADC's own words, "a practical tool for implementation and monitoring progress." Eighteen years after the Free Trade Area was achieved in 2008, a member state still had to construct that instrument from nothing, because the bloc never had a standing one.

A matrix is a list of intentions. It records what should happen. It cannot tell you whether an intention became a fact. MetriqOne is the instrument that does: field-level, falsifiable by design, deployable at any accession, corridor, or compliance point — built once, not reinvented per member state or per working group.

A live example, not a hypothetical

The DRC accession engagements — led by SADC Deputy Executive Secretary Angèle Makombo N'Tumba, supported by the GIZ-CESARE programme — produced a draft roadmap and an Action Matrix "providing a practical tool for implementation and monitoring progress." Why a Standing Instrument Holds Where a One-Off Matrix Doesn't
