SADC-handelsprotocol

In April 2026, as the Democratic Republic of Congo worked through its accession to the SADC Free Trade Area, officials sat down and built a tool by hand: an Action Matrix — in SADC's own words, "a practical tool for implementation and monitoring progress." Eighteen years after the Free Trade Area was achieved in 2008, a member state still had to construct that instrument from nothing, because the bloc never had a standing one.

A matrix is a list of intentions. It records what should happen. It cannot tell you whether an intention became a fact. MetriqOne is the instrument that does: field-level, falsifiable by design, deployable at any accession, corridor, or compliance point — built once, not reinvented per member state or per working group.

A one-off matrix is renegotiated every cycle and forgotten by the next. MetriqOne is built once, holds its standard across every deployment, and produces evidence that outlives the people who commissioned it. That is not a better matrix. It is a different category of instrument.

Waarom een permanent instrument wel werkt waar een eenmalige matrix dat niet doet

  • Inzetbaar bij elk toetredings- of nalevingsproces — eenmalig te bouwen, niet opnieuw te bouwen per lidstaat of per werkgroep.
  • Offline-first en compatibel met papier — geen connectiviteit vereist bij de grenspost of de handelaar. De PWA verzendt de gegevens zodra de Access hersteld is.
  • Door het ontwerp is een methode falsificeerbaar — de methode geeft van tevoren aan wat zou bewijzen dat deze onjuist is. Een matrix kan niet onjuist zijn; hij kan alleen onvolledig zijn. Dat is het verschil tussen een document en een bewijsmiddel.
  • Eén convergentiestandaard voor alle geregistreerde nodes — achteraf niets meer te corrigeren, omdat er in eerste instantie niets anders is gemeten.
  • Deactivering verwijdert nooit gegevens — een corridor of compliance-traject dat wordt gepauzeerd, behoudt de volledige bewijsgeschiedenis, klaar om te worden hervat.
