SADC-Handelsprotokoll

In April 2026, as the Democratic Republic of Congo worked through its accession to the SADC Free Trade Area, officials sat down and built a tool by hand: an Action Matrix — in SADC's own words, "a practical tool for implementation and monitoring progress." Eighteen years after the Free Trade Area was achieved in 2008, a member state still had to construct that instrument from nothing, because the bloc never had a standing one.

A matrix is a list of intentions. It records what should happen. It cannot tell you whether an intention became a fact. MetriqOne is the instrument that does: field-level, falsifiable by design, deployable at any accession, corridor, or compliance point — built once, not reinvented per member state or per working group.

A one-off matrix is renegotiated every cycle and forgotten by the next. MetriqOne is built once, holds its standard across every deployment, and produces evidence that outlives the people who commissioned it. That is not a better matrix. It is a different category of instrument.

Warum ein dauerhaftes Instrument dort Gültigkeit besitzt, wo eine einmalige Matrix versagt.

  • Bei jedem Beitritts- oder Konformitätsprozess einsetzbar – einmal erstellt, nicht für jeden Mitgliedstaat oder jede Arbeitsgruppe neu erstellt.
  • Offline-fähig und papierkompatibel – keine Konnektivitätsvoraussetzungen am Grenzübergang oder beim Händler. Die PWA wird übermittelt, sobald der Access wiederhergestellt ist.
  • Die Methode ist von vornherein falsifizierbar – sie legt im Voraus fest, was ihre Falschheit beweisen würde. Eine Matrix kann nicht falsch sein; sie kann nur unvollständig sein. Das ist der Unterschied zwischen einem Dokument und einem Beweisinstrument.
  • Ein einheitlicher Konvergenzstandard für alle eingeschriebenen Knoten – nichts, was nachträglich abgeglichen werden müsste, da von vornherein nichts anders gemessen wurde.
  • Die Deaktivierung löscht niemals Daten – ein Korridor oder Compliance-Tracker, der pausiert, behält seine vollständige Beweishistorie, die jederzeit wieder aufgenommen werden kann.
