In April 2026, as the Democratic Republic of Congo worked through its accession to the SADC Free Trade Area, officials sat down and built a tool by hand: an Action Matrix — in SADC's own words, "a practical tool for implementation and monitoring progress." Eighteen years after the Free Trade Area was achieved in 2008, a member state still had to construct that instrument from nothing, because the bloc never had a standing one.
A matrix is a list of intentions. It records what should happen. It cannot tell you whether an intention became a fact. MetriqOne is the instrument that does: field-level, falsifiable by design, deployable at any accession, corridor, or compliance point — built once, not reinvented per member state or per working group.
The DRC accession engagements — led by SADC Deputy Executive Secretary Angèle Makombo N'Tumba, supported by the GIZ-CESARE programme — produced a draft roadmap and an Action Matrix "providing a practical tool for implementation and monitoring progress." That phrase is not MetriqOne's. It is SADC's own description of what it had to build from scratch — and the exact specification of what MetriqOne already is.

Por qué un instrumento permanente se sostiene donde una matriz única no lo hace
- Se puede implementar en cualquier proceso de adhesión o cumplimiento; se crea una sola vez y no se reconstruye por cada Estado miembro ni por cada grupo de trabajo.
- Priorizando el funcionamiento sin conexión y compatible con documentos en papel, no se requiere conectividad en el puesto fronterizo ni por parte del comerciante. La PWA se envía cuando se restablece Access a internet.
- Falsificable por diseño: el método declara de antemano qué lo refutaría. Una matriz no puede ser errónea; solo puede estar incompleta. Esa es la diferencia entre un documento y un instrumento de prueba.
- Un único estándar de convergencia para todos los nodos inscritos: nada que conciliar a posteriori, porque, en primer lugar, nada se midió de forma diferente.
- La desactivación nunca elimina nada: un corredor o una pista de cumplimiento que se pausa conserva todo su historial de evidencia, listo para reanudarse.
