When the price of onions doubled, a law was signed. When pork became unaffordable, another law was signed.

Politically it sounds powerful. Economically it does not build a single cold storage unit.

A farmer loses a large share of his harvest before it reaches a buyer. Not because of a smuggler. Because there is no cold storage in his province, because the farm-to-market road is broken, because the produce is dying before the truck arrives.

What most people missed

Buried inside the same legislation is this: cold storage facilities granted by government to cooperatives are for the exclusive use of their farmer and fisherfolk members.

The permission was written. The cooperative is the legal owner. The building does not exist yet.

The paper exists. The infrastructure does not.

The law is not entirely wrong. Smuggling is real. Price manipulation is real. But a threat of imprisonment does not lower the cost of fertiliser, fix the irrigation, or build the refrigerated truck the farmer has needed for twenty years.
