Supporting Learners in Any Community — and Knowing If It Is Working

A plain language deployment guide for a community learning or education support programme. Works without electricity or internet. Every measurement is collected on paper by the person closest to the evidence.

The Idea

When a learner falls behind and nobody notices, the gap widens every week. By the time it is obvious, recovery is very difficult. A community programme that tracks progress from the first session — simply, on paper — catches the gap while something can still be done about it.

This is not a monitoring tool — it is a support system.

The measurement exists to make support more effective — not to create a reporting burden or assign blame when something goes wrong.

We track what matters — effort, attendance, and visible progress.

Not compliance with a reporting format. Not numbers that satisfy an external requirement. Evidence that tells us whether learners are being reached.

No signal required.

Every instrument works on paper. Evidence is recorded at the moment it happens by the person closest to it. Submission happens when connectivity is available — not as a precondition for recording.

These numbers protect the facilitator.

When attendance drops because of a flood or a community event, the environmental condition is recorded — not blamed on the facilitator. The record protects the people doing the work.

This is what a funder, an LGU, or a governing body actually needs to see.

Not a story. Not a photograph. A traceable record showing whether learners are being reached, whether sessions are happening, and whether the community is still engaged.
